All these issues Target has within their business can be solved with a few recommendations. Firstly, deploy tough firewalls to filter incoming and outgoing traffic. They would also block unauthorized users from accessing their network. Target should also implement intrusion detection and prevention systems to monitor network traffic and take preventative action. Then, VLANs would help isolate different network segments and reduce damages caused by any future potential attacks.
